TOPIC: Setting Problems

I have some setting problems as follows, please kindly suggest the solutions.
1. I reorder the sub catalogs in backend but it can't show the new ordering in frontend.
2. How can I link an item (e.g. Privacy Policy) to bottom section without publishing it in the main menu?
3. How can I preview an item before publish it?
