Anyway I got the solution... it's been working all the time. I still understand why, but that's the solution:
when to joomla site is set to "offline", so if it asks for login, you have to double tap the links on IOS.
As soon as I set the site to be available to everyone, the ios hover issue disappears, and links work on first tap... I don't know whats the correspondance, I think it shouldn't affect the display of the site, but it does.

I spent hours on trying to get it work... and it worked all the time, if the site would have been online...
