We use JText::_() function to print it so you can translate this text in language file of joomla.

You go to your language file ( ex: english: languages/en-GB/en.ini), Add new line:
GET IN TOUCH WITH US = "text you want"

It's strange because in code file jf_relaxio\html\com_contact\contact\default.php line 16:
<?php  echo '<h3>'. JText::_('Get in  touch with us').'</h3>';  ?>
