You can edit templates/jf_event-up/css/template.css, add:
 
@media (max-width: 979px) {
.parallax-bg {
	background-position: center center; /* or center top */
}
}

this works, thank you!

EDIT: this works on my Windows Phone but not on iPhone or iPad! Strange!

Any other possible sollutions?

EDIT2: possible workaround, just make the image large enough and set "background-size: auto;"
