You have to modify the file template.css.

REPLACE

#panel {
background: #00aeef none repeat scroll 0 0;
display: none;
padding: 8px 0;
}

WITH

#panel {
background: #00aeef none repeat scroll 0 0;
display: block;
padding: 8px 0;
}

You can add new rule in template.css:
 
#header .slide {
	display: none;
}
