How to enable submenu bar. E.g. on this page

I can see drop down from main menu but not the submenu bar. check here

Further I would like to show only the submenu bar without showing the dropdown from main menu. Is it possible?

How to enable submenu bar.

You can create a new module menu in position "submenu":

Edit Main Menu, config "End Level" is 1.

Thanks. Image makes it crystal clear.

How can I change the font size for submenu-bar? Tried as per this post, but ended up changing all fonts except the one I was looking for.

Edit template.css, modify:
 
#submenu ul li a {
	font-size: 24px;
}
